Croatia – Preparing for EU membership

The Croatian Government sought Grexel’s expertise in energy certification. The goal of the project, funded by the World Bank, was to create a system that is consistent with the latest RES directive’s Guarantee of Origin requirements (2009/28/EC, Art.15) and is harmonized with the main European markets.

For this, Grexel assisted the customer, the Croatian Energy Market Operator – Hrote, in drafting a domain protocol according to EECS standards and in designing certificate registry software based on CMO.grexel. Besides that, Grexel provided the market agents with the necessary training and workshops and gave legislative recommendations regarding guarantees of origin and electricity disclosure.

The goals were successfully reached: Croatia has the legislation in place, the registry for Croatian GO has been made available and Croatia’s membership in the AIB was approved in May 2014.
